Necromancer is must of course and if you see pob closely, raider it is being used by using forbidden flesh jewels.

Where do you get the 25%?

There are a few upgrades and updates since 3.19

Lake of Kalandra gave us Dusk Rings.
Sanctum gave us Original Sin.
Crucible gave us increased Flask Effect, Wither on hit and Reduced Duration, along side some other dps.

Once Crucible merge with Standard, improvements are going to be crazy.
