Is Tempest Shield still worth using in Scourge? Now that it's a reservation skill, I can't afford it on top of Herald of Purity, Vitality, and Hatred. Since Vitality is a numerical cost rather than a percentage, I could presumably manage if I just stack more mana, which is tempting given the increased spell block the skill gets in this patch, but idk.

I believe that's intended, you go BV to lvl 70ish or so where you switch, check the leveling part for more info. You can also switch to reap directly at 28 or whenever you get it.
