From my experience - yes, it is.

This is the vorici calculator, it will tell you your answers
https://siveran.github.io/calc.html

Alternatively you can use the white socket bench.

Thank you for this.

4,000 Chromes?!?!

Good God.

Is there a best practices or most efficient guide on how to color it properly?

white socket bench from a T3 vorici in Research of JUN missions,
https://pathofexile.gamepedia.com/Vorici,_Silent_Brother

Change 1-3 sockets of an item to a white socket. (Must have no white socket and not be corrupted.)

Again - Noob question.

Should I try and get certain socket colors before I use Vorici?

Or do the white sockets remain even after I try and chrome the chest piece?

So the way the white socket bench works is it will randomly choose 1 to 3 of your existing sockets and turn them white. So it might need a few tries.
Yes you should precolor, and if u use chrome on it again then it takes out the white sockets.
This way of coloring is only for socket colors that are too hard or close to impossible to get.

Also I believe you used the calculator wrong. It showed the best option was vorici 3R. It means to use the bench craft for at least 3 red sockets.
Vorici 3R, 2,366.0 chromes,19.7 tries, 120chrome per try
