Uhh, You've played Mines before right? Wait... yes you have. You even have used the '-mana cost craft' yourself on the character named: Astroelmie... Seems like your the type of person to follow a build guide blindly without releasing the purpose of certain mods and their uses.

They DO infact reserve mana based on the amount of mana they cost.

I.e During my test runs for PF Miner, my mine cost 2 mana. Placing 5 mines reserves 2 mana per mines so 10 mana total is reserved.

This is the exact same for my usual Toxic Rain Miner where my skill is brought down to 8 Mana cost but cause of some notables on the tree it only reserves 6 per mine laid.
