FPS drop, 100% CPU Usage

I have a 970 GTX, i5 7400, everything running on SSD, 16G of ram, game is unplayable, fps going from 90+ to 10, tried fullscreen, multithreading on/off playing on only 1 monitor, switching networking mode, running nothing else on my computer. Everything on the lowest settings possible...

(1) post your DXdiag txt report via pastebin.com
(2) On the off chance that you are affected by the recent Windows 10 update ( https://www.pcgamer.com/uk/a-recent-windows-10-update-is-hurting-game-performance-and-messing-with-mice/ ). Please check if you have that update, if yes, uninstall/remove that update.
(3) drivers up to date, temps ok, least amount of background services and and programs, no macros, check task manager for programs / servies that might hog cpu / ram / ssd
(4) I am assuming you run 64bit exe? Try the 32bit optionally with launch option "-gc 2" with low settings. See sticky thread Common Technical Problems.

Doesn't matter if Nvidia or else does something different.

(5) What are your nvidia driver settings + monitor specs? tried to tone down the settings, run g-sync/vsync, lock the frame rate at 60fps (if you have 60hz monitor)?

switching networking mode

why did you switch networking mode? leave it on auto. Does the latency graph stay constant?

Might want to record a video?
This is my DXdiag

Had performance issues last season as well so i don't thing it might be the recent windows 10.

Drivers are up to date. Gonna try the 32bit exe.

My NVDIA drivers settings are by default, Set to application decide, not forcing anything.

my monitors are both 60hz and i tried locking the fps to 60.
Tried everything mentionned, didn't work

Assuming you have a Gsync monitor or Vsync compatible monitor. You frames should not jump around when gsync / vsync is enabled in the nvidia drivers and the POE app Graphics tab > Vsync enabled and further down there is a fps lock thing that should go to 60

go into your My Documents/My Games/POE and delete the production_config.ini (when doing that, don't have POE open, just saying) - and try that again, gsync/vsync with 60fps/60hz in the nvidia driver settings and POE Graphics tab.
