So I'm starting this build today, but I'm a bit confused. How are you capping resists? Your poB in first shaper kills showed you had roughly 50 to 60 resist. Did I miss something or am I not understanding how the build works.

For me the lvl 72 PoB export is showing fire 20% overcapped, cold 10% overcapped, lightning 4% overcapped

Anyway, capping resists is pretty easy since we have 38% all resist on the tree plus 18% cold, 18% lightning and another 15% cold from Frost Walker (unless you use Might of the Meek jewel which you certainly should if you can afford one)

Then you just need one strong resist (40% +) on head, gloves, boots and maybe chest and make up what's missing on your rings, that will see you way over the cap.
Ah okay, I bought all thr gear to get this started and I have roughly 40 to 50 resist in PoB but that was just items alone. I didn't add the skill tree

I wouldn't worry about prices as such. It's not a "Zoom Zoom" build, and Ice Storm gets a bad rap from a performance standpoint, so that scares people off playing it. Honestly, high prices for most pieces are more defined by rarity (not too many people crafting them) and HoWA popularity (shares the market for Int Stacking ES gear) than anything else.

According to POE.Ninja, 3% of the indexed player base is using HoWA, while only .1% is using Whispering Ice. Of course that's just people lvl 96 and above, but you get the idea.

A lot of HOWA build variations kept the price high for few leagues already for ES +INT gear, Shaper amulet and Corrupted Cyclopean belt.

Whispering Ice builds are played by a hand of people.

The good part with high density of HOWA players is that is easyer to resell items snatched from poe.trade for low prices and also it is easyer to sell your old pieces of gear you just upgraded. This way you'll recover a part of previous investment and use it for future upgrades.

Also I noticed that HOWA players tend to pay more for an item than a WI player.

What's amazing about this is this is one of the few I've seen that only needs about 100c to get it going strongly. I've never played a WI build before but it seems so strong at a budget price.

Daaamn! That's so far in the GODLY territory, I didn't think it was possible either. The highest I've ever got was 2400 Int, and that's on the Ascendant version that has a lot of extra Int from the tree and ascendancy.
