As I said in the guide, the damage will be a bit lower, but not significantly. The build will be fine, no nerf hammer for us :)

Upcoming banners are looking pretty good and they only cost 10% mana, could even link it with a generocity gem.

i was thinking the same. That Dread banner looks like it could fit in this build.

The quill rain will not be dead in 3.5? with 40% decreased damage overall instead 40% less weapon damage?

We using quill rain only for stacks, no? We need only AS from quill rain, not damage.

can i play this as hc? even if i level as CI ?

Yes, definitely! If you play HC, be sure to buy a Crown of Thorns and a Bated Breath, it will make your life much easier. Also, Crown of Thorns has a fated version requiring level 53, Martyr's Crown, that gives a *lot* of ES, and is just as cheap. :)
