Does the "the long winter" additional burst give us extra damage? Or can I change those runes for the helmet enchantment and go for 2 extra +50 es jewels?
the additional bust doesn't give you more damage but it does have 10-15 increased cold damage. if you don't need the phys to cold conversion then it's probably better to replace long winter with a rare jewel.

Hello guys, I haven't played poe for a long time and forgot a lot of things, now I've chosen this build to return to the game but actually I don't understand anything, cuz it seems this buld have beend changes so many times due to another leagues differences and it's not clear for me what skills and gear work.... Im 66 lvl nowm, just bought tabula for 6 link, it seems there is enough dmg but Im still weak against some bosses... my gear is shit I know, but I don't actually understand what should I buy firs... I have 2ex and 30 CO for now... Can you plz give me some advice ? TY in advance....

i would replace one long winter with clear mind. keep in mind you'll lose some aoe without the additional busts.
link whirling blades with faster attacks.
linking frost bomb to arcane surge is probably better than having it linked with flame dash and you get the debuffs/damage from frost bomb.

I've made some gear changes and now it feels much better but I don't know how to increase the amount of life

There isn't a point to using Clear Mind if Clarity is reserving mana. In the OP the suggestion is to use Blood Magic with Clarity to reserve life instead of mana, so that Clear Mind applies its effect.
