Curses attached to Herald of Ice via Curse On Hit are only applied from the explosion that occurs when you kill a frozen enemy. You're running Elemental Focus, which is preventing you from freezing mobs aside from the procs you get from your Touch of Anguish claws. You should really only be using Elemental Focus on bosses, take it out when you're clearing trash and you'll frequently be at max power charges.

OP made it seem that once you got these clawws you woudl have maxe pc al the time, besides bosses which there is another set up and that is all good

SO besides elemental focus, what is best 5l? melee hit? which converts to cold? + dcold?

Just checked. Got 2x ToA and it works, but only from 20% freeze chance, and from those 20% u got 30% chance to get power charge. That means for whole map i had twice 1 power charge.
Without ele focus i got 3 power charges almost all the time.

Maybe if we get higher freeze chance it would be worth it to use it, cuz it gives a lot of dps.

Well, let's think about increase freeze chance.

Claws = 20%, if we change 2 nodes as on screen, we get another 10% freeze chance, we lose only 4% elemental damage, icebite gives 15% freeze chance, The Taming ring gives 10% also, The Halcyon amulet gives 10% freeze chance also. We got space for 2 rare jewels, that gives another 10% freeze chance.

That gives 20+10+15+10+10+10 = 75% freeze chance. That would work, i think i will test it, but those uniques are very expensive right now.
