Controlled Destruction is supporting attacks

The Controlled Destruction support gem is currently supporting attacks as of 2.3.1. This is inconsistent behavior with previous patches. It is increasing the mana cost of "supported" attacks as well as reducing the critical strike chance. You can also see that the attacks are being supported on the skill tray in the following image:

Cyclone
Whirling Blades
Ice Crash
Vengeance

As you can see in that thread, there are a number of other gems which are (incorrectly?) supporting skills based on the bonus, not the penalty:

Ranged Attack Totem Support
Multistrike Support
Chain Support
Bloodlust Support
Cluster Traps Support
Multiple Traps Support
Trap Support
Minefield Support
Remote Mine Support
Spell Echo Support

All of them provide some bonus to a particular type of skill, and only support that particular skill type, even though the penalty they give could apply to a wider range of skills. So you can see why someone might think that Controlled Destruction should work like these gems do.

PS: I wonder if any those gems will be 'fixed' as well? ;)
