As with any build without constant leech, use flares. If you want an easy mode delve farmer, make a CI cycloner with ES leech, and never even bother with flares until you reach a wall. I ran CoC ball lightning CI Mjolnir last league, and delve farming was a piece of cake. It can get super expensive though.

Yea 25 is ample.

All you really need to get going is:

Memory Vault - 1ex
Pledge of hands - 6ex
Shavs - 6ex
Amulet -2ex
Ring - 5c
Belt - 2c(15c for almost perfect roll)

Rest can be replaced with good rare items.

Then buy mana gloves and boots.

Then get the flask.

Then save up for the watchers eye and ignite ring.

Testing this build out. How do you avoid running out of mana without a mana flask or needing either enlighten 4 or a 7ex memory vault enchant?

Blood magic needs to be lvl 20

Mana is usually fine depending on Base Mana Pool & reservation. If you have too much cast speed consider using the mana flask I link in the post. (Enduring of Iron skin)
