Notable: Crushing Judgement does not have effect on Explosive shot

I am genuinely curious about why the notable Crushing Judgement does not have any effect on skills that have both "ATTACK" and "AOE" tags on them.

Crushing Judgement basically gives you 25% INCREASED ATTACK AREA DAMAGE, and for instance the skill, "explosive shot", has both "ATTACK" and "AOE" on its description but somehow the chemistry just does not work. Could anyone educate me a bit on this? Is this a intended mechanic or a bug?
