Spirit Bug

I activated Ghost Dance and Whitering Presence.
It says both are active but:

i still have 60/60 spirit
i dont get ghost charges
my enemies dont get the debuff from whitering Presence.

i restartet the game as well with no changes

I have same problem for mirage Archer
