Can't open Maps if not party leader in different hideouts

Playing in the Rise of the Abyssal, softcore. I was running maps in my hideout as party leader while my friends finished campaign.

One of my friends who I am in party with finally got to maps, and after completing their first map solo to unlock the map device and rejoining the party, they couldn't launch a map even in their hideout.

Promoting them allows them to open map, but now I can't open may while in the party. (IE multiple people solo mapping in the same party)

Have tried restarting, relaunching, logging in and out, same issue.
