gemini /twin bows

Why are the bows so hard to get to high-level modifiers..I have spent a month rolling them out even high-level crafting, including whittling them multiple times, and it's the end of the season, and when you look at trade site... anything that is (emphasized) half decent is 100 divine and pretty low level at that. All the rest of my gear has had no problem rolling high-level modifiers even with high-level crafting. You all have got to fix this.
