+2 additional projectiles from passive tree dont work with basic Frostbolt skill

I have just tested it.

Its working with basic Freezing Shards skill with scattershot (8 into 10 projectiles), its also working with +8 additional projectiles in circle (9 into 11 projectiles).

but NOT working with basic Frostbolt skill. It never fires 3 projectiles.
