Emergency reload crossbow

Hello,

I have a question about the skill gem Emergency reload.
It is written in the description that it reloads instantly the crossbow.
But the gem quality increases reaload speed. So if I understand corretly the effect of quality, it is affected to player and not to the skill gem, because this one has no reload speed (instantly reloading).

Am I right ?

I see "increased cooldown recovery rate", not reload speed.
