Weird interaction with Lightning Exposure + Overcharge

Applying Shock to a target which then causes the target to have Lightning Exposure which should reflect Shock back to you due to Overcharge instead causes Lightning Exposure to be reflected back to you and Shock not being reflected back to you at all.
