Question about Tempest Bell / Tempest Flurry

Hi!

I cannot find any info about this: does % to all elemental damage on a jewel affect the bell or tempest flurry with charged staff?

This would affect any portion of a skill that does Elemental Damage including the lightning conversion from phys on Tempest Flurry and any added lightning damage (HOWA, rings), the Charged Staff empowerment as well as the Elemental portions of Tempest Bell.
