Permafrost Bolts and Ailment Chance

Noob question - fairly new to POE. Does the passive “Ailment Chance” on the passive tree improve freezing from permafrost bolts? When I click shift and hover it says no skills affected. Just trying to understand the mechanic here and if it’s a waste on the passive tree. Apologies if this post is in the wrong spot.

Yeah, as I understand it it's like spell penetrantion but in this case it helps ramp up the freez effect faster
