Cast on Ignite - Broken?

Trying to use Cast on Ignite on my Infernalist Witch, it says it reserves 60 spirit, and im sitting at 113 total spirit. But, its saying I don't have enough spirit? Is it bugged atm?

Having this same issue lol, no matter how much spirit I have i cannot use it. Even at 200+
