Frankfurt and London realm become unplayable at evening

Weekdays at around 20:00 cest and weekends afternoon every other map I'm teleporting like crazy. I have to switch to moscow then to not tp, but there the latency is too high to enjoy the game.

Last league I had this issue only on frankfurt. Are servers just overloaded or what is going on with the servers?
