Please help at selecting a build

Hi,

I have played a zombie necro for this whole league and feel it is a bit stagnating and tired of the summoner playstyle. I could muster like 20-40 ex for a new build on a duelist that I have lvl 83. I tried to make it a flicker but I see it needs huge investment, I invested 20 ex so far and it's just very weak, I see people commenting in the thread about investing 300-500 ex and thats nowhere near what I have.

Can someone suggest out of all these builds something that its powerful enough on a 20-40 ex budget to run most content, be good at clearing t16 juiced delirium maps and similar?
