Map Drops

I know they nerfed map drops a bit, but curious if any other players are having more issues than what seems normal. I'm progressing through the atlas and have about half my stones, I have a lot of 4 stone citadels and have been running maps pretty constant. I just ran about 8 red T12+ maps killing 90% (25-40 enemies left) of the map and ended up with one T3 map. Is this what's to be expected now? This seems like a sure fire way to have people quit if sustaining is going to be that insane.
