Shock chance lost

We lost alot of "chance to shock" on the tree not everyone goes crit. I dont see a shock chance craft for spells.

Also whats with the confusing global and not global "chance to shock on items" example:

adds shock chance to spells
dose not add shock chance to spells

The staff gives global shock chance while the mace is local, maybe its a bug, fooled me and I've been playing a long time.

Pretty much any affix on a weapon seems to follow its own rules

"Adds # to # lightning damage" on a wand only adds it to the physical wand attack, i.e. you're poking a guy in the ribs with the thing. I've been told it does not apply this lightning damage to spells you cast while holding the wand, or even to spells you cast that are socketed in the wand.

"Chance to shock/freeze" also is very confusing. Like, do you have to taze the mobs with it, or can you gain a mild electric field by equipping it, and then go zap them with your toe or something?

It would be SO much easier if an item granted a chance or status effect globally by default. Or if non-specific affixes that added damage, do so in a universal fashion. "Anything you do while this is equipped gains # to # lightning damage, whether it be spells, triggered skills, or walking up and hitting them over the head with it".

Considering crit builds can have like 5 times more damage than non crit ones, I doubt you will reach good enough damage to bother with chance to shock.

Going off-topic a little, I would like to know why crits from chaos damage doesnt poison enemies... (I think one of new skills in 3.8 does poison with crits, but still)
The point is they took alot of shock chance off the tree and didn't add a shock chance for spells to the crafting table.

Also "chance to shock" items are not labeled very well if its global or local.

If a weapon says "chance to shock", it means attacks with this weapon have a "chance to shock".
GGG's wording has always been a bit annoying.

Ya exactly , what does Agnerods staff say " chance to shock" yet it effects spells.
