Conflicted with the way i should go on scion

i have a 51 necro but i'm still a new player.
I'm leveling my necro until i can get some info on ranger builds.

my scion is only lvl 3 and i'm looking at ranger builds and i'm not quite sure if i should go with some sort of scourge build or go with caustic arrow/toxic rain since my first ranger was focused on that but not sure if its really good at higher levels/end game. or go with some sort of elemental hit build,tornado shot. I've looked at different builds and still confused and conflicted @__@
