For Standard - Looking for a Quill Rain TS build

Any ideas? Have been playing around with it and was hoping to find a guide, but no luck so far.

quill rain and TS don't really mix, because quill rain has 40% less weapon damage, which is ridiculously bad.

i guess you could just stack as much flat damage as possible. i suggest fire. lots of flat fire, immolate, combustion, im sure it could work but wouldn't be ideal

This build can now be more powerful with herald of agony.
