Why is my DPS so low? It's around 400 right now at lvl 51.

I'm trying to run a tornado shot build, and I'm reorganizing my passive skill tree with that in mind based around this build guide and tree:

Where do I go from here; I feel like my DPS is super low. I don't even have an ascendancy class yet.

I'm going to go ahead and say this: I'm quite a noob in poe, I've only been playing for a bit less than 2 months, so take whatever I say as "he's likely to be wrong about the shit he's saying". Now that that's out of the way, you have 9 skill points wasted on evasion, even going as far as going for the "Acrobatics" and "Phase Acrobatics" nodes, all these nodes only increase you evasion by a tiny amount for your level, and don't add any dps, being mostly huge wastes of levels (9 levels behind on dps, to be exact). Second, the "piercing shots" node, and everything that takes you to it are not even close to being picked in the tree you're based around, meaning that if you went for the things in the actual build you could be having a lot more dps (this totals in 6 more points that are wasted). To fix this, I'd advise you to clear those nodes and start building up for the "heartseeker" node, which is, in my nooby opinion, one of the best ones there.
In terms of items, it seems like most of them are too low of a item level for where you're at, and I would advise you to buy white gear from the merchants and using some currency to turn it into magic gear of your level (higher level magic items are usually a lot better than rare ones of lower level), since this gives you higher tier suffixes and affixes, improving both your damage and survivability.

Simple answer why your DPS is low: You're playing a doomfletch prism build with no additional Physical damage of gear.

First of all, it's hard to level with this bow if you don't use leveling uniques that give added phys damge. I believe you play in Standard, PM me in game @Kryzocore and I'll give some gear to push you through leveling.

Also, Tooltip DPS is misleading (when using this bow) because it doesn't factor in the Added elemental damage. You can determine if your dps is lacking by counting the number of hits it takes you to kill white monsters, if you need more than 3 hit's you lack damage.

Tornado Shot is a weak skill for leveling.

You should use something else (Rain of Arrows) and put the gems into your chest. Right now you havhe TS in your Bow as a 4 link. If you put the gems into your chest you get a 5link because of the added fire damage from ashrend chest armour.
