Need help with build

Hey there, i'm a big noob on creating builds, but this league i wanted to try something...
My idea is to make a debeon's dirge cyclone build, i was thinking of scion with slayer and elementalist ascendacies. Slayer for the culling strike and leeching and elementalist for the elemental penetration.

I want to know if this build can work, and if so what can i improve/change on it ?
