LF help creating first build!

I am looking to create my first build as I really don't enjoy following a guide. But there are a lot of skills and interactions that as a noob I am kind of unsure what works. I don't need my build to be OP, but I atleast want to make sure the skills I take interact with each other well enough. The concept for the character I want to make is based around the Scion. I just enjoy the class look and feel. I am looking to make a really tanky build 100% focused on freezing enemies and doing purely ice based damage for the most part. Almost like a frost paladin or something of that sort. Can anyone point me in the right direction or even suggest what kind of foundation of skills I should look for? I was thinking something involving herald of ice, some kind of main skill that does ice damage and proccing ice nova or something similar when I take damage. Any advice is greatly appreciated!!!
