[3.19] Cast on crit Lightning Conduit using poet's pen

It's my first try to asesemble CoC, so actually,got some questions to experienced pleyrs:
1. Not every hit procs spell (lowered cooldown to 0.207 AS=4.1) Why?
2. Which spell will be better than arc to proc big shock?
3. Any good ideas about tree minimization-looks innefficient.

Hope it is possible to make conduit endgame vaiable withougth 2buttons playstyle. Currently-Withought Squire-up to t12 farm. With Squire-t16. To low for such investment. Testing on std before assembling in league.
